MANILA, Philippines (Wazzuptechph) – The Philippine government is seriously thinking about blocking the messaging app Telegram, citing its alleged role in facilitating cybercrime, online scams, and the spread of illicit content. A top official warned on Wednesday that a ban remains a strong possibility if the platform fails to address these issues.
The Department of Information and Communications Technology (DICT) is currently evaluating the necessity and feasibility of such a ban. In a recent interview on DZRH’s Dos Por Dos on Youtube, DICT Secretary Henry Aguda expressed his firm stance against certain illegal activities on the platform. He clearly stated that the presence of online sexual exploitation and abuse of children is an absolute red line for him, emphasizing that if even one instance is found, he would personally move to block the platform, regardless of any potential public criticism.
Aguda also noted that while there has been some reduction in financial scams, he is not fully satisfied, and concerns remain, particularly regarding the exploitation of older individuals. He further highlighted the issue of manipulated digital content, observing that current online memes often feature highly altered images of politicians, a stark contrast to previous instances before image filtering technologies became more prevalent.
This move highlights growing global scrutiny of messaging apps and their responsibility in content moderation. While Telegram is widely used for private communications, its encrypted nature has also made it attractive to those engaged in various unlawful operations, according to law enforcement agencies worldwide.
The DICT’s review will include consultations with legal experts, cybersecurity professionals, and stakeholders. They will assess the potential impact of a ban on digital rights, business operations, and the broader online community in the Philippines.
